If I buy an Alltel Smart-phone(like off of ebay) will I need to get a...

...Smart-phone plan? My sister wants to get a new phone, and she was looking at a Motorola (NYSE: MOT) Q. Would we need to change our plan? If we didn't want the internet or any of the fancy stuff, just calls and texts?
