alltel plan...................?

i have alltel, the other week i went out to utah.. and i got charged big time for roaming even though i have the national pack..... but it also charged me for talking to my circle numbers.. is it suppose to? think i should go into the store and talk to them about it or is there nothing i can do.. cause i really cant afford a 400$ phone bill atm..... :/
