stupid alltel smart phone plan?!?

ok so my contract is up. and i want to get a new phone. but all of the aweosme new phones coming out need the smart phone plan. which is like $70 a month. and im only 13 and i cannot afford that on a babysitters salery. so what i would like to know is if every single new phone alltel gets is going to need that dumb plan!!! if so in screwed! please help me! anddd do these new phones need that smart phone plan? HTC touch Diamond, LG tritian, samsung delve, Motorola (NYSE: MOT) evoke, ect.

its not gonna be every single phone but all the smartphones will need that plan or one similar to it. that is with every cell phone provider.
