need to connect to the internet? do i need to connect to the internet on my phone when i use Google (NSDQ: GOOG) maps? or only to download it...

Yes, internet is used to download the images of the maps and for downloading information about the locations on the maps (addresses, directions, etc.) So internet data fees WILL apply if you don't have a data plan.
