Which is better for mobile phone use in China?

I'm going to China for a month, and I need a phone to keep in touch as well as emergencies. Which is a better method:

Roaming on the ATT network ($1.99/min $0.50/text with $5.99 to enable international calling)

or

Buying a pay-as-you-go cell phone on a Chinese carrier (must pay for new phone as well as plan)?
