Default Is text messaging over the internet free for the other person as well?
I know it's free for the person sending the text message...but does the other person have to pay because they are receiving those messages or something? Sorry if its a dumb question...

It depends on that person's contract. Typically companies charge for all messages, outgoing and incoming.
