How do you activate an old Helio Ocean?

I bought a Helio Ocean when Helio was still it's own company. How can i activate it with Virgin mobile. When i try to enter the serial number on the website it says it is already linked to an account, yet i don't have one and have never had an account at virgin mobile.Also is there a way to activate it for use with another service provider. Please answer with details and sources. Thank you.
