Htc diamond Picture message problem?

for some reason every time i get a picture message from someone the picture resolution is always small as 115x119. i thought it was the other persons camera phone but really it wasn't. i send a big picture from my phone and send it to myself showing the small resolution. help if anyone know whats the problem.
