How to use KDDI phone card in Tokyo?

I bought a 1000 yen KDDI international phone card, I tried the gray public phone and dialed the following as described:
0055-#cardnumber#-001-010-country code (UAE=971)-phone number. but its not working!! I don't know Itried many times but still!! so please anyone with any ideas???? since I'm staying for only 3 weeks can't get the alien registration ID to buy/rent a mobile phone!!!!!!!

so please how can I talk to my family back home????

You don't have to dial 001-010.

Just dial
0055-cardnumber#-country code (UAE=971)-phone number.

Please keep in mind that you can talk to UAE only for 3 minutes or so with 1000 yen card.
