Moto Razr V3 Problem.?

I just got a Motorola (NYSE: MOT) Razr from my friend. I went to go plug it in to charge and it would for about 3 seconds, and then restart itself, and then charge for 3 seconds again. he said it was fine when he was done using it.

Do i need a new battery? or is it the phone?
