I live in a mobile home park in orange, Ca. what are my rights?

The owner put a basketball court, like two years ago, right next to my mobile home, so almost every day the ball bounce against my home's walls and my cars, also sometimes it's almost midnight and they keep playing. I already talked to the manager to complaint about that and the noise, but look they don't care. Who should I contact about this problem?
Please Help!
