Can someone understand this MetroPCS crap to me?

So I signed up today so my mom can call me without having to pay long distance. She is one of the few people who will not get a computer or a cell phone. So I am stuck having to accomodate for her. I signed up for their 30 dollar plan. After taxes and everything it was 42. Which seemed high for taxes to me but I ignored it. So my next month's bill is up and ready for me to pay. It is $37.85 I call Metro PCS and ask them to turn picture messaging on. $2 feature. All of a sudden my bill is now 45.23

How can adding a 2 dollar feature bump it up that high?
