Can it be possible that tracfone gives 2 people the same number.?

I have a tracfone when I check my phone messages I get a lot of messages from people I don't know. My phone time is being used up without me using my phone. When I try to make any calls in certain areas I get an error message that says emergency use only. I cannot talk to customer service because they cannot speak very good English and they cannot understand 90% of what I tell them or I cannot understand them. I don't use a cell phone much which is why I use tracfone.

In regards to calls from people I don't know I simply don't answer them and check my voice mail from a land line. Simply call your phone and let it go to voice mail and for me I press * and my password and I can easily check them.
