How to unlock a Metro PCS UTstarcom CDM1450 phone?

I went to metro because i lost my phone so i bought a new one. I found my phone and i gave it to my cousin, he tried to activate an account with the phone but they told him it has a lock on the phone. Does anyone know how to unlock the phone?
