I use Rogers (NYSE: RCI) for downloading and haven't seen such a letter nor have I had any probletom to date . According to your plan there is a limit on how much you can download or upload each month. The Canadian government hasn't been overly interested in the legality of downloading, until they do I shouldn't think Rogers wil be doing too much except overcharging as usual for everything they sell.

I have torrent'd for a couple years on Rogers. It's not the fastest for torrenting (they limit speeds), so I sometimes use my neighbours wireless from Bell. It's faster.

I've haven't gotten a letter yet, though. You should be fine.

Torrenting is not illegal in Canada, so her letter had nothing to do with her torrent downloading, just with the amount she was downloading. If you have any concerns just contact the Rogers (NYSE: RCI) customer service center.
