Does Ventones work with Rogers Wireless?

My phone carrier is Rogers (NYSE: RCI) Wireless and I wanted to download a ringtone from Ventones. Im not sure if its free and safe of spam mail and stuff.

Also do I need internet on my phone? I've heard I need a data plan but im not sure what that is...

So..
Is it free?
Is it safe?
