1. what is this software all about?
2. is this a compact framework of visual studio for mobile?

I want to explore on mobile programming and i want to develop a mobile application like mobile dictionary...
Please tell me what should I do? ^_^

I dont know about the software you are talking about...
But I may suggest you to learn ASP.NET where you can create and develop mobile Applications.
