I receive text messages from t-Mobile UK phone but they are not receiving text

 I receive text messages from t-Mobile UK phone but they are not receiving text messages from alltel us phone. a friend who has a T-Mobile (NYSE: DT) pay as you go phone in the UK can send me text messages but when I reply from my Alltel USA phone he doesn't receive them. I have tried sending with 011-44-city code-7 digit number, without the 011, without the 44, everything no luck. My phone is set up to send internationally and did sent quite a bit to Canada from US.
