...another service? My Sister changed her service from Cellular One to Bluegrass Cellular, by replacing her Cellular One SIM Card for a Bluegrass Cellular SIM card. Would I be able to do they same but only switching my Cingular phone to Bluegrass Cellular. I have a Razr V3. Please Help!

yes, SIM cards are usually interchangeable

Your phone might need to be unlocked for this to work. Cingular/AT&T branded phones are usually locked to the Cingular/AT&T network, so putting another providers SIM card will prompt you for a code. You will need this code. Before you switch, just call Cingular and ask them for the unlock code, because you will be traveling outside the country, and would like use your phone with a prepaid foreign SIM. They should give you the code then.
