Can you buy an Iphone 3G from ATT use it in Europe?

Can it be unlocked and be able to sign up with a European phone company?
And please only respond if you know for sure or know someone who has done it. I'm trying to get the 2yr contract special price thru ATT and then use the phone in Europe?
