Am I able to get out of my Telus cellphone contract?

I've just found out that Telus (NYSE: TU) is taking away the system access fee, thus changing my contract. Now what i've heard is that if your cellphone provider changes your contract in any way, you are able to get out of the contract within 30 days of the change according to law. Is this true? I really want an iPhone and i don't feel like paying $700 or $800 for the iphone, i'd much rather pay the $300 and go with a new 3 year contract.
