US Cellular LG Tritan, mobile internet plan required?

I am interested in US Cellular plans and after looking online, I've found that to buy an LG Tritan on their website, a 19.99 premium mobile internet plan is require to buy the phone. I'm not really interested in the unlimited plan so I was wonder if I buy the phone off of ebay and do it that way, will I still be required to purchase the monthly internet plan? What about other phones, such as a blackberry? If I purchase one of those off of ebay is the BlackBerry® E-Mail Web Personal plan still required?

The LG Tritan is considered a premium phone adn no matter what, the 19.95 package is required.

The smartphones also required the 24.95 data plan.

This also does not matter if the phone was purchased from US Cellular or Ebay. There is always data pushing thru the phone and that is a reason for the packages to be required.
