Was I approved for a Verizon cell phone or not?

Ok, I ordered a Verizon (NYSE: VZ) cell phone today and they gave me my reference number, but they're doing a final credit check. What does that mean? I had to pay $400.00 dollars down for the phone, but why do they need to do a final credit check?
