question about vodaphone?

with vodaphone internation, which is a free service anyone with vodaphone can use. Why is it cheaper to call somebody over the other side of the world (pakistan 5p per minute or philipines 10p per minute) when i have to pay 20 - 30 p per minute to call my m8 down the road?
