how/where to get windows mobile 5.0?

i've got a samsung i830 on WM 2003 SE and i've been trying for SEVERAL hours trying to upgrade to minimal WM 5, i've got the 6.1 and cant update to that without having atleast 5.... i've looked ALL over the Verizon (NYSE: VZ) website, and all over the microsoft(s) websites and nada, no luck what so ever, there is an SDK for it, but i need the actual OS for the phone and not just the SDK, i've called verizon quite a few times and keep getting the run around, PLEASE HELP!!!!!!!
